Who would want to attack the United States with a nuclear weapon?

Around the world there are many countries and organizations that could attack the United States with nuclear devices. But gone are the days where the biggest threat is a rival superpower. The time of the cold war has passed and the Soviet Union is no more, replacing the old one on one scenario are a new set of countries like China, India, Russia, and Iran that all have different ideology and different M.O.’s. The global situation now resembles a crash-up derby more than a head to head race where some states sponsor certain groups, with a degree of deniability, that do the so called dirty work. Some of these groups are Hezbollah, Hamas, and now Harakat-ul-Mujahedeen that is on the Pakistani payroll according to the New York Times.     http://www.msnbc.msn.com/id/43518985/ns/world_news-the_new_york_times/  These groups and others like them are state funded and therefor have access to institutions and technology that the privately financed groups would not, and therefor have a much higher degree of capability, think of the difference between a hillbilly militia and Hamas, Hamas have taken over territory in one of the most volatile regions of the world.. Furthermore they act like lobbyists in that the actions they take are not always tied to their own desires and plans but are on behalf of a financial donor state that may have a different objective than their own. The people and organizations that might try an attack on the United States are as diverse as Darwin's Finches, and are extremely difficult to identify.

Most of the people who have attack America either big or small like the Oklahoma City bombing at the Murray building, the Branch Davidian compound fire, and of course both Trade Center bombings were only identified as a major threat after the strike. What would these people have done with a more powerful weapon than conventional explosives? The problem is that the people or groups that would strike the United States  are harder to identify than it is for them to get nuclear material. And that is a scenario that leads to us getting hit first.
